Do not download this DLL on its own
Searching for a missing DLL by name leads to sites that hand you that single file. It is one of the oldest and most effective malware delivery methods there is, and a system DLL from an unknown source is indistinguishable from a deliberately modified one. There is never a legitimate reason to obtain a runtime component that way.
What it is
The Visual Basic 6 virtual machine, which every program written in VB6 needs in order to run. Windows has included it since Windows 2000 and still does.
Where you see it: Legacy business applications, old shareware and utilities from the late 1990s and early 2000s.
Because Windows ships this file, a missing msvbvm60.dll usually means the program is 32-bit and something is wrong with the 32-bit side of the system, or an uninstaller removed the file it should have left alone. Repair Windows with "sfc /scannow" first. Note that VB6 applications are 32-bit only: on 64-bit Windows they run under WOW64 and read the copy in SysWOW64, not System32, which is why manually placing a file in the wrong one of those two folders changes nothing.
